Unlocking Durban’s Potential as a Regional Gateway

Unlocking Durban’s Potential as a Regional Gateway for SADC Trade

As trade across Southern Africa grows, the region needs transformative ports and logistics infrastructure capable of moving greater volumes of goods efficiently and competitively. The Point Container Terminal project is part of Transnet SOC Limited’s broader ambition to strengthen the Port of Durban’s role as a regional container hub serving the Southern African Development Community (SADC).

Located within the Port of Durban’s strategic Point Precinct, the project is designed to significantly expand container-handling capacity, from approximately 0.2 million TEUs to 1.8 million TEUs per annum. It forms a key component of the KwaZulu-Natal Ports Master Plan and contributes to the longer-term objective of increasing the Port of Durban’s overall capacity from approximately 2.9 million TEUs to 11.4 million TEUs.

The potential impact extends well beyond the port itself. By increasing maritime capacity and improving the efficiency of regional trade flows, the project can strengthen Durban’s position as a logistics gateway, support the movement of goods across SADC markets, and contribute to deeper regional economic integration.

In recognition of this regional significance, the project was supported through the SADC Project Preparation Development Facility (PPDF). A Project Preparation Facility Agreement between DBSA and Transnet was signed on 29 June 2023, with a US$2 million PPDF grant allocated to advance the project. Transnet also provided the required sponsor contribution, with its actual contribution ultimately exceeding the minimum requirement.

Importantly, the PPDF funding helped address one of the critical challenges facing major infrastructure projects: the need to undertake the technical and environmental work required to establish whether a project is sufficiently mature to attract investment.

The grant supported feasibility studies, conceptual and detailed design, environmental studies and engineering investigations. These preparation activities have now been successfully completed, providing a comprehensive technical and environmental foundation for the project’s progression into detailed design, procurement and implementation.

The impact of this preparation is significant. By converting an ambitious infrastructure concept into a technically and environmentally informed investment proposition, the PPDF intervention has helped reduce project risk and strengthen the basis for future capital mobilisation. The completed studies provide prospective development finance institutions, private investors and other stakeholders with the information needed to assess the project and plan for its next phase.

Ultimately, the Point Container Terminal project demonstrates the catalytic role of project preparation in unlocking infrastructure investment. Targeted preparation support has enabled the groundwork for infrastructure that can expand port capacity, facilitate more efficient regional trade and strengthen Southern Africa’s connectivity to global markets.

The Point Container Terminal project is now positioned to progress towards its next phase of development and investment mobilisation, bringing Durban a step closer to serving as a major regional logistics gateway for the SADC region.
